Is the 4 participant limit for Small Group Rooms a hard limit?

Yes, if a 5th participant tries to join the Room the connection will fail. Note that since Sep 2020 Group Rooms are priced the same as Small Group Rooms and so we recommend developers use Group Rooms.

In September 2020, the list price of Group Rooms was updated to match Small Group Rooms. For that reason developers should just use Group Rooms regardless of the number of participants.
