WhatsApp rate limiting clarification - how is an unresponsive unique recipient counted?

I read the docs on WhatsApp rate limit https://support.twilio.com/hc/en-us/articles/360024008153-WhatsApp-Rate-Limiting, but have a follow up question.

If a recipient decides to respond 2+ days after a business initiated the conversation, is that recipient counted towards Day 1 or Day 2's daily rate limit? Example - pls fill in the gaps if I'm missing anything:

Day 1

  • Sending to 1K unique recipients
  • Candidate A receives the message but doesn’t respond

Day 2 (24 hours later)

  • Sending to another batch of 1K unique recipients
  • But Candidate A (from Day 1) finally decides to respond. Candidate A is now part of Day 2's limit — now at 1,001. One over the 1k daily limit
