Is it must to create a "user" before making a "chat participant" of a conversation?

Is it required thing to create a user using following API

https://www.twilio.com/docs/conversations/api/user-resource#create-a-conversations-user

before creating a chat participant?

My main issue is that I am able to create chat participant without making a user first. Of course Twilio is creating a user too for chat participant behind the scenes.

If we can create chat participant like that, then what is the purpose of user? What connection I am missing here between a chat participant and users?
