How do I properly close a conversation without "sending to flex"?

I have this issue and question:

I receive a whatsapp message and I want to close some specific messages (split based on message) without an agent intervention.

(Dont need help about filtering, that is done)

Just how to end that conversation without sending to flex. If I just leave as shown in attached image, the customer cant message us again until 24 hours whatsapp window is closed (because there is an existing conversation for that user).

I need those situations make the user available to message us anytime.

Please help!
