This seems like it might be an issue caused by upgrading OpenSSL in Node 17. I'd recommend you downgrade to Node 16 which is the current LTS release. Odd numbered Node versions are unstable, experimental branches and not really for production work. The Twilio Flex plugin is likely not built or tested against Node 17 either.
Try Node 16 and let me know how you get on.
